If the overcharge and overdischarge detecting means 40 detects the overcharge, a charging path is shut down. If the overcharge and overdischarge detecting means 40 detects the overdischarge, on the other hand, an overdischarging path is shut down. If the overcharge and overdischarge detecting means 40 detects either the overdischarge or the overcharge, the cell balance circuit section 30 is operated.
