The torque detecting device 10 is housed in a sensor housing 24a, and the worm reduction gear 14 is housed in a worm housing 25a, and the rack pinion mechanisms 18 and 19 are housed in a rack housing 26a. The sensor housing 24a and the worm housing 25a are fastened by a hollow bolt 11 provided with a through hole 11b in the shaft center part, and the sensor housing 24a, the worm housing 25a and the rack housing 26a are fastened by a bolt 12 inserted into the through hole 11b of the hollow bolt 11.

      SOLUTION: The steering shaft 3 is furnished with a cylindrical upper shaft 11 and a hollow lower shaft 12, and respective end part regions C, E are serration-fitted to each other. A projection 21 for pressurization is provided in the end part region C of the upper shaft 11 and pressurizes a male serration tooth 18 of the lower shaft 12. A slit 22 is formed in the end part region C of the upper shaft 11. The upper shaft 11 is elastically expanded in diameter by forcibly expanding the width W of a wide part 24 of the slit 22 with a tool in fitting the upper shaft 11 and the lower shaft 12 to each other. Consequently, it is possible to avoid pressurization of the lower shaft 12 by the projection 21 for pressurization and to easily fit the upper shaft 11 and the lower shaft 12 to each other with extremely small force.

The wide part 33 is arranged in chipped tooth areas 26 and 29 of both spline parts 24 and 27 of the outer shaft 16 and the inner shaft 17, to secure an incorporation space.
