    • PURPOSE: To reduce a broadcast message and to improve the efficiency of a network by arranging one or more address solving devices in the network and preventing address solving requests from being transferred to all connected terminating terminals. CONSTITUTION: An address request recognition part 1 of the arranged address solving device 5 recognizes whether a message received from a transmission terminal 6 through an ATM switch is a guide solving request message or not. An address memory part 2 retrieves a physical address corresponding to a logical address which requires address solution. An address solving response message generation part 3 generates a solving response message to which a destination physical address is added and transfers it to the transmission terminal through a message routing part 4. When it cannot be detected even if it is retrieved, it is transferred to another address solving device. When it is recognized that the received message is not the address solving request message, it is directly transferred to the transmission terminal or another device through the routing part 4.

    • PROBLEM TO BE SOLVED: To efficiently transmit cells without exceeding the limit of a band parameter by integrally controlling peak cell rate(PCR) and sustainable cell rate(SCR) on a cell transmission-side. SOLUTION: A band control part 4 judges the transmission time of the cell in a buffer 1 based on the band parameter and cell transmission history and indicates the transmission of the cells to a read control part 3. The read control part 3 reads the cells from the buffer 1 in accordance with an indication from a band control part 3 and transfers them to the cell transmission part of a cell transmission device. The most efficient cell transmission control for satisfying the conditions of PCR control and SCR control becomes possible in the transmission-side from a terminal to a network or a transmission-side from the network to the other network. Thus, cell abolishment caused by the judgment of non-conformity by an UPC/NPC(usage parameter control/network parameter control) function at the entrance of the network in a transmission destination can be prevented. Since PCR control and SCR control are integrated, buffers for accumulating the cells are not necessary to be separately provided, and the quantity of hardware can be reduced.
