An addition part 12 adds the time t0 and addition part 13 adds the deviation (d) of the time, and the time to a processing time 4 becomes a(t1+t0)shown by a straight line A, so that the advance of the time is made fast by the deviation (d). Then when the timepiece 1 reaches the end time t1 of the conversion, a comparison part 20 inputs a pulse to a control part 22, which controls the switch part 23 to a dotted-line side, so that the subsequent time of the timepiece 1 is supplied to the processing part 4.

The system becomes the A mode at normal state and only the highway in the direction becomes the mode B at congestion and the redundancy of bit repetition or the low-order bit is eliminated.
