There is a risk of generating a crack because the stress in the tensile direction repeatedly occurs on the outer surface of the metal layer 146 of the fixing belt 102 passing through the zone C. The stress in the tensile direction occurring on the outer surface of the fixing belt 102 in the zone C is offset (canceled) because a surface treatment part where a residual stress occurs in the compression direction is provided on the circumferential surface of the metal layer 146. Thus, a crack occurring on the surface of the metal layer 146 provided on the fixing belt 102 is suppressed.
