    • PROBLEM TO BE SOLVED: To provide a measuring instrument comprising a radio wave reflector using a Luneberg lens and a scanning side device. SOLUTION: This measuring instrument comprises the radio wave reflector comprising the Luneberg lens, and a waveguide connection-arranged on a surface of the Luneberg lens using a space between two points separated each other as an incident end and a reflecting end, and a device having a means making a radio wave incident from the incident end of the radio wave reflector and a means receiving a reflected wave output from the reflecting end. Alternatively a set of paired converters connected by a cable for connecting the two points separated each other is arranged in stead of the waveguide, one side point of the cable serves as the incident end of the incident wave, and the other point serves as the reflecting end for outputting the reflected wave to constitute the radio wave reflector, in the measuring instrument. A radio wave reflector side is not required to transmit a radio wave as a radio wave source from itself, and is allowed to transceive the radio wave to an optional direction, is able to add much of information in addition thereto, and provides additional information to a scanning side.       SOLUTION: The driver sleepiness detector includes a sensor 11 for measuring the grade of the vibration of a vehicle body and the change of the distance from a center line of a road which can be set in a vehicle, a microphone for recording the speech voice of the driver himself during driving the vehicle, a chaos analyzing means for executing chaos analysis from the speech voice obtained by the microphone 12, a sleepiness grade estimating means of the driver for estimating the sleepiness of the driver from changes with time of the traveling stability index of the vehicle obtained from the sensor 11 and the index calculated by the chaos analysis obtained from the chaos analyzing means respectively by using the indexes, and an alarm 14 for informing for urging wake-up according to the output condition from the sleepiness estimating means.
