      SOLUTION: A MeOH, EtOH, 1-PrOH and BuOH liquid are stored in solvent tanks S1, S2, S3 and S4 of a reactor 1. In a solvent selection calculator 5, the correspondence relation between each solvent and a particle characteristic of fine particles to be formed is memorized and a solvent corresponding to the desired particle characteristic is selected based on its memorized correspondence relation. Further, if TEOS is dissolved with the selected solvent in a raw material tank T1 and this first raw material and an ammonia liquid, that is the second raw material, are continuously fed into a mixer 2 by a constant ratio, the first raw material and the second raw material are mixed each other while flowing in the mixer 2. Its mixed liquid is fed into a reaction tube 3 as a reaction liquid and reacts while flowing in the reaction tube 3 to form silica fine particles.
