      SOLUTION: When a vehicle travels a traveling link at an average speed of a preceding link e.g. whose traveling has completed in a prescribed period and time required for traveling of the traveling link has elapsed (step S6), a navigation device transmits a value obtained by dividing a distance of the traveling link by an average speed from start of the traveling link up to a present position to the information center as estimated link traveling time during the traveling of one link (step S8). Namely, since the estimated link traveling time is transmitted from each vehicle only once in each link, transmission frequency from the onboard apparatus to the information center can be reduced, it is unnecessary for the information center to calculate the estimated link traveling time, and thereby the processing load of the information center can be reduced.
