    • PURPOSE:To prevent a damage on respective devices because of the shortcircuit between contact pins from being occurred by providing a means to detect the shortcircuit between all of the pins when an IC card is inserted. CONSTITUTION:The card transfer part 5 of the read/write device 2 is provided with six pieces of contact pins CLK-Vpp that contact the respective contact points of the IC card 1. Each pin is connected to each of the I/O terminals P2.2-P2.6 of a CPU9. The CPU9 detects the shortcircuit between optional two of the contact pins corresponding to a signal inputted to each I/O terminal when the contact points of the card 1 contact respective contact pins. When the CPU9 detects the shortcircuit the motor 19 of the part 5 is driven to transfer the card 1. As a result, the damage on respective devices owing to the shortcircuit between contact pins can be prevented from being occurred.

    • PURPOSE:To prevent the damage of a power source circuit, etc., due to the short circuit of a contact pin by providing a switching means that makes the application of power source to a contact pin for supplying power source ON and OFF, and turning the switching means ON to supply power source to an IC card only when short circuit is not detected. CONSTITUTION:Insertion of an IC card 1 is recognized by the operation of a limit switch 20, and the process of carrying in of the IC card is made basing on this recognition. The process of carrying in is made through the driving control of a motor 19 basing on the detection of limit switches 20, 21, and the contact pins of a reading and writing device 2 and the contact of the IC card become the state of contact. As contact pins Vcc, Vpp are cut off from a power source circuit 14 by opening of relays 13, 15, no unfavorable influence is given to the power source circuit 14, etc., even if contact pins Vcc, Vpp are short-circuited with a contact pin GND for grounding by some reason.

    • PURPOSE:To prevent the malfunction of a clock LSI due to ON/OFF of a CPU power source by letting a microcomputer be in a steady operation state already before the control inhibited state of the clock LSI circuit is released, and impressing an inhibit signal to the clock LSI circuit simultaneously with the interruption of power supply. CONSTITUTION:During the period of the transient operation state of the one chip microcomputer 2 since a power switch 7 is turned on until the count result of a counter 22 reaches a prescribed value, the level of a terminal CS is kept at 'L', and the clock LSI circuit 3 is never controlled by the signal from the microcomputer 2. Besides, when the switch 7 is turned off, since the control from an external part to the clock LSI circuit 3 is inhibited before the operation of the microcomputer 2 comes unstable, the malfunction of the clock LSI circuit 3 due to the turbulence of the output of the microcomputer caused by switching off the power supply is never generated. Thus, the clock LSI circuit 3 can be prevented from causing the malfunction due to the ON/OFF of the power supply to the microcomputer.

CONSTITUTION:An IC card 3 is inserted into the outlet 22 of an electric power meter 2 and then an IC card reader writer 23 stores the integral value of the power consumption of each consumer on the IC card 3. The IC card 3 is inserted into an IC card reader writer 4 installed in an electric power company and the data stored on the IC card 3 is accurately read through the operation of a terminal machine 5 connected to the computer 6 of the electric power company. Further, this terminal machine 5 accurately calculates the power consumption of each consumer in a corresponding period from current and data at the time of last meter examination which is stored n the magnetic disk (not shown is figure) of the terminal machine 5.
