SOLUTION: The database construction system comprises a positional data acquisition means; a storage means for previously storing the road point coordinate data, indicating the position of a road point set on a road and road section identification data for inherently identifying a road section set between two road points; a processing means for deciding which road section includes the positional data, by comparing the positional data with the road point coordinate data and then linking the road section to corresponding road section identification data; and a means for registering the road section in a database, together with the linked road section identification data.

SOLUTION: A probe car is provided with: a test wheel freely rotating independently of a driving wheel; a test wheel oblique fixing device for fixing the rotating direction of the test wheel obliquely only by a slight angle to the traveling direction of the probe car; a lateral reaction force measurement device for measuring a lateral reaction force generated in the axial direction of the test wheel; a location measurement device for measuring the location of the probe car; and a transmitter for transmitting location data acquired by the location measurement device and lateral reaction force data measured by the lateral reaction force measurement device to a server computer. The server computer is provided with: a reception device for receiving information transmitted from the probe car; a road section linking device for linking the information received by the reception device to a road section; and a database registration device for registering the information linked by the linking device in a database.
