Due to this measure, the master controller 12 controls the pressure in the auxiliary steam header 5 and transmits this control state of the auxiliary steam to a control device 13 of the electric power plants. Therefore, controlling stably the pressure in the auxiliary steam header 5 even if equal load state occurs at the starting time, enlargement of extracted steam from each electric power plant A-C can be prevented.
