The first sheet 1 and the second sheet 3 are bonded by an adhesive in such a way that they are adjusted so that the recessed part 21 and the protruded parts 19 of the respective protrusion/recess sheets 17, 17 are alternately fitted, and space parts 23 between the first impervious sheet 11 and the second 13 formed by the protrusion/recess sheets 17, 17 are filled with a liquid restoring material 25 in a predetermined pressurized state.

The end edge 13a of the water cut-off sheet 13 secured to the fixed band plate parallel with the fixed band plate is joined to one end edge 13a of the adjacent other water cut-off sheet 13.
