A pair of fixing plates are inserted into an installation hole formed in the rigid pipes 14 so as to be mutually orthogonal. The pair of fixing plates are fixed to the rigid pipes by engaging its both on the inside of the rigid pipes 14.

      SOLUTION: A pit 20 for managing dust removal is provided with a managing pit body 21 into which water supplied from an inflow pipe 20a embedded with its upper end exposed above the ground, a lid 24 for openably closing the upper end of the managing pit body 21 and a water supply pipe 26 for supplying the water stored in the managing pit body 21 into a water storage tank 10. The pit 20 is composed so as to supply the water stored in the managing pit body 21 to the water storage tank 10 through a communication pipe 27 whose one end is connected to the water supply pipe 26 opening to the inside of the managing pit body 21 and whose the other end is located below the one side. A check valve 29 is provided either in the water supply pipe 26 or the communication pipe 27, so as to allow the water to flow into the water storage tank 10 from the inside of the managing pit body 21 when the water level in the managing pit body 21 is above the water level in the water storage tank 10, while the water in the water storage tank 10 is prevented from flowing back to the managing pit body 21 when the water level in the managing pit body 21 is below the water level of the water storage tank 10.

      SOLUTION: A crane engaging section 27 with which the hook of a crane is engaged is arranged at the upper end of a base 16, and the center of a lever holder 17 is pivoted on the base located lower than the crane engaging section through a first shaft 11. The proximal end of a link lever 18 is pivoted on the base located lower than the first shaft through a second shaft 12, and the tip of the link lever is releasably locked at the tip of the lever holder. One end of the sling 13 to be engaged with the heavy object is hung on the hook of the crane, and the other end thereof is saparably hung on the link lever. A releasing means 19 lowers the proximal end of the lever holder by the remote control, and the tip of the link lever is automatically released from the tip of the lever holder. With the tip of the link lever locked at the tip of the lever holder, the lever holder is temporarily fixed by the lever stopper 21.

Then the valve chamber 14, which is formed in the housing adjacent to the rainwater distribution chamber, makes initial rainwater which initially falls in the upper perpendicular pipe flow into itself. The storage chamber 17, which is connected to the valve chamber and is provided in the lower part of the housing, stores the initial rainwater which has flown from the rainwater distribution chamber to the valve chamber. The small-diameter hole 32a is provided in the lower part of the storage chamber, and discharges the initial rainwater stored in the storage chamber to the outside. A cylindrical body 31 connecting the storage chamber to the outside is provided in the lower part of the storage chamber with its axis placed in the perpendicular direction. Then a rod-shaped member 32 is attached to the cylindrical body from below with possible detachment, and the small-diameter hole 32a connected to the cylindrical body is formed in the rod-shaped member 32.
