      SOLUTION: The form reading device consists of a reading element 1, a determining means 2 and a rotating means 3. The reading element 1 reads a form 100 set by an operator and outputs the read image as image data. The determining means 2 checks the arrangement direction of the form 100 from the image data, and instructs the rotating means 3 to rotate the reading element 1 if the arrangement direction differs from the direction of the reading element 1. The rotating means 3 conducts the rotating instruction received from the determining means 2, and performs rotation processing of the reading element 1.
