      3+ in a proportion of from 12:88 to 35:65 under the condition in which Eu
      2+ of 0.020 atom% or more is present on the surface (wherein atom% means the percentage of the number of Eu
      2+ present on the surface to the total number of Ca, Mg, Si, O, Eu
      2+ and Eu
      3+ present on the surface).
