The support cylinder body 3 is equipped with a side wall 11 which is provided in an area surrounded by the holding arms 4 and extends downwards. Further, in the transfer device, a storage space 13, which is defined by the side wall 11 and opens downwards and into which head legs 102 of the variant type blocks with legs 101 are inserted, is formed.

      SOLUTION: The cutting device 1 having a cutting module 2 and a moving module 11 connected to each other is inserted into a concrete lining steel pipe 20 for cutting work using a rotary cutter 3 of the cutting module 2 to cut a steel pipe 21 from its inside all over its peripheral wall in the peripheral direction in the state of leaving a concrete lining 22 while using the moving module 11 to move the cutting module 2 to positions at predetermined-length spaces in a pipe longitudinal direction, in sequence. A portion of the concrete lining steel pipe 20 equivalent to the portion of the steel pipe 21 decoupled in a predetermined length through the cutting work is lifted up, and then the concrete lining 22 around the position where the cutting work is done for the lifted portion is broken down, raised above the water as it is, and removed.
