When extracting the mandrel while further drawing the cylindrical part of the sleeve, an apex part of a polygonal shape of the cylindrical part of the sleeve is drawn, and the inner periphery of the cylindrical part is reduced in an inner diameter, and engages with a locking part of the mandrel.

A portion of an outer peripheral surface of the sleeve adjacent to the flange is swaged to form a recessed portion and enlarge a diameter in a different position. The washer is pushed into the diametrically enlarged portion and is fixed. The mounted members are fastened between the diametrically enlarged end portion of the sleeve and the washer.
