The device 10 is also provided with a storage device 14 which stores a data base in which the characteristic amounts corresponding to the types and behavior of a plurality of load equipment 20 are registered, an information on equipment specifying section 15 which specifies the information on the types and behavior of the load equipment 20 by comparing the characteristic amounts found by means of the calculating section 13 with those registered in the data base, and a communicating circuit 16 which transmits the specified imformation on equipment to the outside.
