The upper edge of the wing piece 7b is formed into a tilted edge, and the dropping path is regulated in such a manner that the inner peripheral side of a tossing ring 9c may go along each wing piece 7b even when the tossing ring 9c is caught by the pole shaft 7a while being diagonally tilted. In the process of dropping, the four photo-sensors 40 sense the reflected light form the inner peripheral section of the tossing ring 9c and output a passing signal. When the tossing ring 9c is caught by the pole 7, the passing signal is output from all of the photo-sensors 40 within a specified period of time.
