The measuring means acquires information on substrate concentration C WO of waste water, which flows into the aeration tank 1, the amount Q O of waste water per day, the concentration (C D4 , C E4 , C WS4 ) of organic carbon in sludge to be treated, SS concentration X S1 of survival sludge within the aeration tank 1, and the concentration (C D3 , C E3 , C S3 ) of organic carbon in the concentrated sludge.
