A plurality of locks for locking to the underside of the mounting frame are provided on the peripheral edge of the lower surface of the lid body. The locks and an actuating part existing at an operating part provided on the lid body are operatively associated with each other by an associating part and the lid body is movably mounted.

The upper cylinder is provided with a guide groove 14 in the axial direction of its face which faces the inwall face of a cylinder chamber 11. A lower cylinder 21 is attached to the under side of the flange plate 2. The lower cylinder is provided with a pin guide groove 22 which is cut off in a direction rectangular to its bottom. A lock actuator C is attached into it. The lock actuator comprises a rotating shaft 24 which has a pin groove 29 at the lower end of a shank 28 provided under the head 25 to be inserted into the lower cylinder 21, a lock pin 35 which is to be inserted into the pin groove 29 at the rotating shaft, a spring 31 which is wound on the shank 28 of the rotating shaft 24, and a spring stop ring 32 which is interposed between the spring 31 and the lock pin 35. A bearing ring 38 is fixed to the lower end of the lower cylinder 21, while energizing the rotating shaft 24 upward.
