The vehicle 2A can be imaged by the other vehicle 2B. The vehicle 2B is movable anywhere unlike a roadside camera 3, thereby enabling imaging in any areas without any limitations of an imaging area. Any vehicle communicable with a center server 1 and having an imaging part such as the in-vehicle camera 4 can be used as an imaging vehicle. Unlike the roadside camera 3 to be installed additionally, a lot of vehicles traveling on a road can be used as the imaging vehicle, thereby enabling easy imaging.
