    • PROBLEM TO BE SOLVED: To avoid a situation, in which chemicals injected into circulating water are immediately drained and wastefully consumed, while maintaining the concentration of the chemicals in the circulating water within a proper range.SOLUTION: In non-drainage periods T1 and T3, chemicals are injected into circulating water at regular intervals as shown in Fig.(b). Then, when the electric conductivity reaches a first predetermined value E1 as shown in Fig.(a), it is configured to enter into a drainage period T2 as shown in Fig.(c). In the drainage period T2, the injection of the chemicals is inhibited while make-up water is supplied to dilute the circulating water, and a part of the circulating water is drained from a blow pipe as blow water. Then, when the electric conductivity drops to a second predetermined value E2, the drainage of the blow water is terminated. Meanwhile, the drainage period T2 is counted by a timer and an amount of the chemicals corresponding to an amount of the make-up water during the drainage period T2 is replenished and injected into the circulating water after the elapse of the drainage period T2.
