    • PURPOSE:To shorten the reset notice time and to secure the excellent delay time characteristic and transmission line using efficiency by sending out a reset cell for resetting a counter of a transmission line, and simultaneously, sending it out to a transmission line, as well in which the cell goes round in the reverse direction. CONSTITUTION:A transmission line 2 sends a cell in the direction reverse to a transmission line 1. For instance, when it is detected that all nodes become a state that it is stopped to transmit information, a node 31 resets a counter of the transmission line 1, and also, sends out reset cell for resetting the counter of the transmission line 1 to the transmission lines 1 and 2. When the reset cell to the transmission line 1 is received through the transmission 1 or 2, other nodes 32-34 reset the counter of the transmission line 1 and are transferred to a new regular state. In such a manner, the reset notice time is shortened, and the excellent delay time characteristic and transmission line using efficiency can be secured.

    • PURPOSE:To realize the flow control which can cope with the overload condition of traffic, by controlling the transmission throughput by a packet terminal so that its own transmission throughput does not exceed a reported maximum throughput and abandoning excess packets or disconnecting a logical channel by an exchange if the packet terminal transmits packets with a throughput exceeding the reported value. CONSTITUTION:The number of packets is counted by a transmission packet (throughput) counter 14 in every throughput decision cycle which is a certain period reported by a throughput cycle switching report line 51, and the counted value is defined as the transmission throughput in the current cycle and is arranged with a network at the time of originating a call or the like, and it is checked by a throughput value comparator 16 whether this throughput value exceeds a maximum transmission throughput value stored in a throughput value holding device 15 or not. If it does not exceeds, a transmission permission report line 54 is set to the transmittable state and a packet transmission (throughput) controller 12 transmits packets from a transmission packet buffer 13. If it exceeds, the transmission permission report line 54 is set to the untransmittable state and the packet transmission (throughput) controller 12 stops the transmission.

    • PURPOSE:To improve the utilizing efficiency of a subscriber line and a relay line and also to increase the number of connection calls by receiving a request of a caller subscriber when the capability of an exchanger side has a margin with respect to an information speed requested by the caller subscriber. CONSTITUTION:A comparison discrimination circuit 25 recognizes a surplus capability of a CPU from a CPU operating rate measuring circuit 29, compares it with an estimated maximum packet speed S set by a caller and only when the surplus capability is larger than the S, the call is accepted. Then the transfer enable packet speed X at that point of time of each line is compared with an estimate maximum packet speed S are compared and when the speed X is lower than the speed S in either direction of incoming/outgoing caller subscriber line, the calling is rejected. Further, a line whose transfer enable packet speed X is lower than the estimate maximum packet speed S is eliminated among relay candidate lines. While remaining candidate lines are busy, a relay line having the least call number of the same speed class as the speed class having higher traffic to be set from the contents of the speed class in each direction of the traffic is used as on outgoing relay line and its line number is informed to a call setting/cut-off circuit 7.
