    • PURPOSE:To permit the operation with the reduced temperature difference between the metal temperature and the heated steam temperature by setting the saturated steam pressure corresponding to the initial set temperature calculated from the heated steam temperature, as the initial set pressure in the case when the heated steam passes. CONSTITUTION:A heated steam pressure controller 15 controls the opening and closing of a heated steam control valve 8 by using the temperature detection signal 21 which is supplied from a temperature sensor 20 for detecting the heated steam temperature at the inlet of a heater 4, output demand signal 17, pressure detection signal 19, and the operation mode signal 18 as input signals. The initial stage set temperature which is matched with the temperature of the metal of the heat transfer pipe or the metal of a low pressure turbine 5 is calculated according to the temperature detection signal 21, and the initial stage set temperature is memory-stored, and the saturated steam pressure corresponding to the temperature at that time is set as the set pressure in the case when the heated steam passes. Therefore, the variation of the heated steam temperature can be suppressed for the pass of the heated steam from any operation state.

    • PROBLEM TO BE SOLVED: To support the determination of charge for making it necessary for a CO 2 collection agent to collect CO 2 from the emission gas of the power plant of a power supplier. SOLUTION: An arithmetic part 100 calculates CO 2 emission quantity after CO 2 collection by the CO 2 collection agent of each power plant of each power supplier, and judges whether or not the total quantity of the CO 2 emission quantity(after collection) is smaller than allowable emission quantity to be determined according to a CO 2 emission right held by the CO 2 collection agent. When the total quantity is larger than the allowable emission quantity, the change of a CO 2 collection rate is accepted from a user through an input/output part 140, and the CO 2 emission quantity after CO 2 collection of each power plant as the object of CO 2 collection is calculated again. On the other hand, when the total quantity is smaller than the allowable emission quantity, a CO 2 emission credit selling price per unit CO 2 emission quantity is determined based on costs to be spent on CO 2 disposal, benefits to be acquired according to the secondary use of collected CO 2 and the CO 2 emission quantity of the CO 2 emission credit held by the CO 2 collection agent.
