When a switch 21 is turned ON, the power supply control means 22 supplies, for a short time t1, power required for making the electromagnetic clutch 19 to be in a fully connecting state, and supplies power required for making the electromagnetic clutch 19 to be in a partial clutch engagement state for a predetermined time t2 in which wear of the electromagnetic clutch 19 does not generates. Thereafter, the power supply control means 22 supplies power required for making the electromagnetic clutch 19 to be in the fully connecting state again.
