SOLUTION: A chip 5 is taken out of a supply part 1 and is transferred to a pre-center stage 14 by a transfer head 11, thus detecting the position deviation of the chip 5 by a camera 16. The position deviation is corrected and the chip 5 is picked up from the pre-center stage 14 that has moved to a pickup position D using a mounting head 21, thus detecting the position deviation of the chip 5 by a camera 26. The distance between a reception position C and the pickup position D has been set to an interval where the transfer head 11 does not interfere with the mounting head 21, thus achieving an efficient operation sequence and reducing mounting tact time.

The developing roller 8 has a single layer constitution; a metallic shaft 8a is used as a base material and a silicone rubber as a conductive elastic member is formed on the outer periphery of the shaft 8a. The toner 2 on the toner carrier 5 is attracted to the seal member 22 by electrostatic force.
