    • PROBLEM TO BE SOLVED: To provide a relay system that assumes the scale of one communication carrier network, makes a grain size of cache server allocation to an end user smaller, does not need association with a content provider, and automatically creates and sets a rule of a PBR router.SOLUTION: In a rule setting method of a relay device, a relay system comprises: cache computers holding a duplicate of content; and a rule setting module that can set a rule to relay devices. The rule setting module measures network distance between each cache computer and each relay device, determines the nearest cache computer per relay device, and sets a rule to transfer data transmitted by a user device to the nearest cache computer to the relay devices.
