    • PROBLEM TO BE SOLVED: To reduce consumption power of a network without an impact on traffic flowing in the network in a data center.SOLUTION: A network having a plurality of packet relay devices includes: a first packet relay device; second and third packet relay devices which are connected to the first packet relay device through first and second routes respectively for transmitting/receiving traffic; a fourth packet relay device which is connected to the second and third packet relay devices through third and fourth routes respectively for transmitting/receiving traffic; and a management computing apparatus. The management computing apparatus acquires status information on the first to fourth packet relay devices and, when designating the first packet relay device as a packet relay device of a stop object on the basis of a predetermined condition, verifies whether the second and third packet relay devices are capable of transmitting/receiving traffic without using the first and second routes. When it is verified that traffic can be transmitted/received through the fourth packet relay device by using the third and fourth routes, the first packet relay device is stopped.

A management computer comprises: a load prediction unit which predicts the load per communication path on the basis of the analyzed result, and identifies path candidates; and an arrangement determination unit which determines a movement destination communication path among the path candidates on the basis of the packet discard occurrence probability.
