    • PROBLEM TO BE SOLVED: To prevent an unnecessary load increase and a wasteful use of radio resources by suppressing port scanning and paging by an illegal access in a radio communication system.SOLUTION: In a mobile communication network, when shifting from an active state in which a radio link is connected to an idle state in which a radio link is released, a mobile terminal 101 notifies a mobile gateway 105, which accommodates a mobile terminal in the radio communication network, of port information in communication or port information in a standby state. On receiving a packet destined to the mobile terminal in the idle state, the mobile gateway 105 initiates paging processing if the port information included in the packet matches the notified port state in communication or in the standby state.
