    • PROBLEM TO BE SOLVED: To provide a chromium-free surface-treated galvanized steel sheet which has excellent corrosion resistance, cleaning agent resistance such as alkali resistance and solvent resistance, adhesion such as a coating film adhesion, coating material adhesion and printing adhesion, and water resistance such as moisture resistant discoloring properties and dew condensation resistance, and also has excellent workability and sliding property.
      SOLUTION: A water-based treating agent for metal surfaces comprises a film-forming ingredient (c) comprising, in a specific ratio, the three components of an organosilicon compound (C) that has two or more specific functional groups and one or more specific hydrophilic functional groups in the molecule and has a specific molecular weight, a water base urethane resin (E) having a specific structural unit, and a cationic phenol resin (F) having a specific structure, an inhibitor ingredient (d) comprising the four ingredients of hexafluorotitanic acid (H), hexafluorozirconic acid (I), a phosphoric acid compound (J) and a vanadium (IV) compound (K) at a specific ratio, polyethylene wax (L) and an aqueous medium with the pH of 4 to 6 is applied and dried to thereby form a composite coating film comprising the ingredients.

    • PROBLEM TO BE SOLVED: To provide a cold rolled steel sheet having stably excellent degreasability, even when a variance in a degreasing liquid occurs due to mixing of degreasability deteriorating factor components such as rust preventive oil into a degreasing liquid or reduction in pH or the like particularly with the lapse of time in a degreasing step in the side of a consumer, without being affected by them, and having excellent chemical convertibility even in a chemical conversion treatment step performed successively to the degreasing step.
      SOLUTION: In the cold rolled steel sheet, Ni of ≤15 mg/m
      2 is adhered to the surface of a steel sheet, and thereafter, to the surface of the steel sheet, an water soluble skinpass rolling liquid is adhered in an amount of 90 to 300 mg/m
