    • PROBLEM TO BE SOLVED: To provide an image encoding apparatus having an improved encoding efficiency.SOLUTION: An image reduction section 201 reduces a block image based on a reduction bock size outputted by a reduction block size selection section 205. A prediction image conversion quantization section 202 outputs a first in-screen prediction data from the reduced image. A prediction image inverse quantization inverse conversion section 203 outputs a local decoded prediction image from the first in-screen prediction data. A prediction image enlargement section 204 enlarges the local decoded prediction image and generates a first in-screen prediction image. A difference image generation section 102 outputs a difference image between the block image and the first in-screen prediction image. A difference conversion quantization section 103 performs frequency conversion and quantization of the difference image and outputs a conversion coefficient. An entropy encoding section 104 entropy-encodes the first in-screen prediction data and the conversion coefficient and outputs a bitstream.
