Since it is so arranged as to charge the charging element before starting the running of the electric vehicle and then, discharge the charging element, it can generate a driving force sufficiently for running the electric vehicle.       SOLUTION: The charge controller is used for charging a battery provided in a vehicle. The charge controller is provided with a charge-capacity setting means that is, for example, a controller for an external power supply to charge a battery. The charge-capacity setting means reduces a battery-charge upper-limit capacity when a vehicle travels a distance within a prescribed distance a prescribed number of times or more while the means increases a battery-charge upper-limit capacity when the prescribed number of times is not exceeded. Consequently, it is possible to prevent deterioration in charging efficiency due to memory effects while reducing reduction in charge amount.
