A communication equipment information managing part 91 reads communication equipment information stored in the part 94 by an inputted telephone number. An identification obtaining part 92 obtains the IP address of the communication destination based on read information of the communication equipment, and informs the communication destination of its own IP address to execute Internet communication.

Concerning such a system, when the AP, with which the connection is made successful the last time, does not exist, first of all, dial up is performed to AP (for the first time and the ninth time) selected at random with a probability corresponding to the evaluation points.
