When it is determined that a foreign matter abnormality state that amounts of foreign matter staying in the container 10 increase is caused, the control device 60 controls to enlarge the opening of the dilution water valve 63 and to reduce the opening of the drawing valve 62. When it is determined that a foreign matter usually state that amounts of the foreign matter is usual is recovered, the control device 60 controls to reduce the opening of the dilution water valve 63 and to enlarge the opening of the drawing valve 62.
