A torque limiter (40) is interposed into power transmission routes (20, 22, 25) transmitting the power of the prime mover (10) to the front wheels (12L, 12R) to prevent excess brake torque from being transmitted to the front wheels (12L, 12R).

Consequently air is not sucked in the pump 22 even if the liquid tanks 21 are rocked and moved in the longitudinal direction or right and left direction in a reduced state of residual amount of the liquid L and the liquid L in the liquid tanks 21 can be stably sent out until the residual amount of the liquid is reduced to a very small amount.

The action of the cam 20 is then transmitted to a reciprocating rod 11 of the bellows pump 9 through an action mediating member 21. On the other hand, chemicals discharge amount adjusting mechanisms 29, 30, 33 adjust the chemicals discharge amount of the bellows pump 9 by adjusting the stroke of the reciprocating rod 11.
