The signal level of the output signal of the signal converter 8 is reduced little by little according to time, and finally converted into the original step width P. A guide vane control device 6 drives a guide vane 7 according to the output signal of the rotating speed control device 5, and regulates its opening. The flow rate of water is regulated by controlling the opening of the guide vane 7. A generator 3 is rotated by the output of a hydraulic turbine.

In addition, by means of a proper guide vane opening degree transmitter 4, similarly a guide vane opening degree Y capable of providing the most proper water lifting operation decided by the power command P1 and the total head equivalent water level signal Heffp1 is transmitted and based upon these state, N, Y, guide vanes of respective pump water wheel are controlled.

For controlling in this way, at first the opening of the guide vane is quickly closed before rotating speed of the runner 1 is raised by load interception and reached to the first maximum rotating speed Np, so as to restrain the rising width itself of rotating speed, and after reaching the first maximum rotating speed Np, it is closed at lower speed than the speed directly after interception, and hence irregular pulsation of S-shaped characteristic is restrained at minimum.
