CONSTITUTION:So that a transmission is performed by dividing a signal in a block unit making the best use of the feature of the television signal, such as a field unit, a line unit, or a picture element unit, etc., at a transmission side, a synchronizing signal extraction circuit 113 is provided. At a reception side, when it is decided that the omission, or the error is generated by an error correction threshold signal, a control signal selection circuit 14 to interpolate the signal by the division signal of an adjacent field, an adjacent line, or an adjacent picture element having the strong approximate correlation characteristics of the signal is provided as a substitute, Also, as for the extraction of a clock from a reception data signal, the use of the division signal decided as the one having the omission, or the error, is evaded, and a reception signal selector 15 to perform the clock extraction from a normal division signal is provided.     • PURPOSE:To discriminate whether a signal is a NTSC or PAL system signal automatically by separating a TV signal into horizontal and vertical synchronizing signals HS, YS and using a counter circuit to count the number of horizontal synchronizing signal pulses existing between vertical synchronizing signal pulses. CONSTITUTION:The synchronizing signal separation circuit 11 extracts only the synchronzing signals HS,VS only among the television signal TV. The synchronizing signal is given to a horizontal synchronizing separating circuit 12, a guard pulse generating circuit 13 and a vertical synchronizing separation circuit 16. The horizontal synchronizing signal HS and the vertical synchronizing signal VS are used for a count pulse and a reset signal RESET respectively and they are inputted to a counter 21. The sum of the horizontal synchronizing pulses between the reset signals (vertical synchronizing signals) is always outputted from a latch circuit 23 as the count, e.g., 259.

    • PURPOSE:To reproduce a horizontal synchronizing part without distortion by transmitting the horizontal synchronization level of an original signal from the transmission side and reproducing it on the reception side to reset an encoding processing. CONSTITUTION:On the transmission side, the reset value of a synchronizing signal for an optional period within a synchronization period is extracted, a picture signal is encoded, and both are transmitted. On the reception side, a frame header is detected from a received picture frame by a picture frame header detection circuit 6, and at the same time the reset value is extracted. Thereafter, a decoding circuit 7 inserts the reset value into the encoded picture data during a reset period, and decodes the data. A D/A converter 8 D/A- converts the decoded data and reproduces the picture signal. The reset level of the horizontal synchronizing part of the picture signal thus reproduced is equal to the level of the original signal on the transmission side. Therefore, no distortion occurs during the reset period of the picture signal.

    • PURPOSE:To discriminate an NTSC system or a PAL system by providing a synchronous signal separating means for separating a synchronous signal including a horizontal synchronous pulse, a separating means for separating the horizontal synchronous pulse from the separated synchronous signal, and a counting means. CONSTITUTION:A horizontal synchronous pulse separating circuit 3 extracts a pulse train of the same cycle and a horizontal synchronous pulse HP from an inputted synchronous signal and outputs. A pulse detecting circuit 4 extracts a fall pulse which does not coincide with a fall timing of the horizontal synchronous pulse from an output of a fall detecting circuit 2 and outputs a pulse (d). A vertical synchronous signal separating circuit 5 separates a vertical synchronous signal falling only during a period in which a vertical synchronous pulse exists from the synchronous signal. A counter 6 counts the number of pulses in one frame under a control of the vertical synchronous signal. If the input signal is an NTSC signal, an output n1 of the counter 6 is 18 and if the input signal is a PAL signal, the output n1 of the counter 6 is 15.
