    • A mobile station (2) transmits a first radio signal (S1), a reference station (3) transmits a second radio signal (S2). Fixed stations (4) to (6) extract phase differences (Δϕmf1) to (Δϕmf3), respectively, between a carrier included in the first radio signal (S1) and reference clocks (Cf1) to (Cf3) of the respective fixed stations (4) to (6). The fixed stations (4) to (6) extract phase differences (Δϕsf1) to (Δϕsf3), respectively, between a carrier included in the second radio signal (S2) and the reference clocks (Cf1) to (Cf3) of the respective fixed stations (4) to (6). A server (7) cancels phase offsets (ϕf1) to (ϕf3) of the respective fixed stations (4) to (6) using phase difference information between the mobile station (2) and each of the fixed stations (4) to (6) and phase difference information between the reference station (3) and each of the fixed stations (4) to (6), obtains distance information between each of the fixed stations (4) to (6) and the mobile station (2), and calculates a position of the mobile station (2).
