    • A heat exchanger having a fin member which can be easily formed by extrusion molding and warps (bends) less and configured such that an occurrence of voids at a weld portion between the fin member and a frame is suppressed. A method of manufacturing the heat exchanger is also provided. A heat exchanger (10) has, mounted inside a frame (30) forming an outer frame, a fin member (20) having fins for forming flow paths (25) for a refrigerant. The fin member (20) is an integrally formed fin member formed by extrusion molding and is provided with a base (21) formed in a rectangular flat plate-like shape, front surface-side fins (22) projecting from the front surface (21b) of the base (21), and rear surface-side fins (23) projecting from the rear surface (21c) of the base (21). In the fin member (20), the front surface (21 b) and the rear surface (21 c) are not welded to the frame (30) but the front ends of at least either the front surface-side fins (22) or the rear surface-side fins (23) are welded to the frame (30).
