    • A method for deriving a motion vector predictor of a current block, by a decoding apparatus or an encoding apparatus, comprises deriving a first motion vector predictor (mvp) candidate, wherein the first mvp candidate is derived based on a first motion vector of an available block among a bottom left block and a left block of the current block when there is the available block among the bottom left block and the left block; deriving a second mvp candidate, wherein the second mvp is derived based on a second motion vector of an available block among a top right block, a top block and a top left block of the current block when there is the available block among the top right block, the top block and the top left block; constructing a mvp candidates list based on at least one of the first mvp candidate and the second mvp candidate; and determining the motion vector predictor for the current block, wherein the motion vector predictor for the current block is selected from mvp candidates in the mvp candidates list.
      The first mvp candidate is derived by scaling the first motion vector of the available block among the bottom left block and the left block when there is the available block, among the bottom left block and the left block, of which reference picture is different from a reference picture of the current block. In the deriving the second mvp candidate, scaling for the second motion vector is not available when there is the available block among the bottom left block and the left block and the scaling for the first motion vector is applied in the deriving the first mvp candidate.

    • A video decoding method, by a decoding apparatus, comprises (S1810) obtaining video information including picture reconstruction information and offset information from a bitstream; (S1820) generating a reconstructed picture based on the picture reconstruction information; and (S1830) applying an in-loop filter to the reconstructed picture. The step (S 1830) of applying the in-loop filter includes the steps of applying a deblocking filtering process to the reconstructed picture; and applying a sample adaptive offset process to the reconstructed picture based on the offset information after completing the deblocking filtering process. The offset information includes a sample adaptive offset process flag indicating that the sample adaptive offset process is enabled. The offset information includes offset type information for specifying an offset type for a sample, wherein the offset type information indicates a band offset for the sample. The offset information includes start band information explicitly indicating one of 32 bands as a start band of n bands to determine a band group comprising the n bands among the 32 bands, the start band information being different from the offset type information. The band group is determined further based on end band information variably indicating an end band of the n bands. The band group is variably located in among the 32 bands based on the start band information. An offset value corresponds to a band among the n bands for the sample, "n" is a positive integer. Furthermore, a corresponding encoding method is disclosed.
