    • In brake control based on commands of a plurality of systems, higher-level priority is ensured and a configuration for performing skid control is simplified. A relay valve (5) adjusts a pressure of fluid supplied from the fluid source (2) based on a higher pressure between a pressure of fluid output by the output valve (10) controlled by the discharge valve (11) and a pressure of fluid output by the control valve (4) to output the pressure-adjusted air to a brake cylinder.
