    • PROBLEM TO BE SOLVED: To provide a catalyst layer facilitating water management of a solid polymer electrolyte and reducing the load of an accessory in the water management, to provide the manufacturing method of the catalyst layer, and to provide a membrane electrode assembly and a polymer electrolyte fuel cell. SOLUTION: The manufacturing method of the catalyst layer includes a first process obtaining a catalyst solution, by adding a catalyst and a metalloxane monomer to a solvent and uniformly mixing them; a second process adding a catalyst layer inner electrolyte, having a cation exchange group to the catalyst solution and uniformly mixing them; and a third process applying the catalyst solution to the surface of a substrate and performing condensation polymerization of the metalloxane monomer. The catalyst layer is obtained by this method, the catalyst layer is used in a membrane electrode assembly, and the membrane electrode assembly is used in the polymer electrolyte fuel cell.
