As a result of the computation, when excess temperature combustion is generated even at a drum of a burner 1, a partial value of the exhaust air temperature equivalent to the position of the burner which has generated the excess temperature combustion rises so that the ON signal is outputted from the comparison means 10, if the operation continues for a few seconds as set to the on-delay timer 12, an excess temperature detection signal of the burner is outputted and the supply of fuel is halted, thereby bringing a gas turbine to a safety stop.

Even if the fuel flow control valve 9 fluctuates slightly, there is no minute fluctuation in the control signal for controlling the pilot distribution valve 10 and the main distribution valve 11, so that there is few mutal interference with the fuel flow control valve 9 and stable combustion can be obtained.

Meanwhile, at the interior of the inlet guide vane controller 14, a deviation signal between an exhaust gas temperature set signal being an output signal from a rate of change limiter and an exhaust gas temperature actual measurement signal is inputted to a PID computer 14a, and an output signal therefrom is inputted to an upper and lower limit limiter 14b. In this case, an output signal from a setter 14c is added to the deviation signal through a switch 14d. An addition signal and an output signal from a dead zone device 14e are inputted to a change-over switch 14f.

The valve opening positions of steam governors 9, 10 and steam bypass valves 11, 12 are controlled by a steam cycle control unit 20A where a steam turbine constant pressure operation command signal formation circuit 40 is equipped and which is made to generate a constant pressure operation command signal that will change the steam turbine operation from the variable operation to the constant operation when at least one of the value or the rate of change thereof of the drum water level of the exhaust heat boiler or the water supply flow rate of the exhaust heat recovery boiler or the like has exceeded the prescribed value while the steam turbine is operated under the variable pressure.
