    • A filament seal for use with stranded or solid metal or thermoplastic filaments comprises a segmented housing defining a chamber in which a locking insert element is positioned, the insert comprising a thin circular disk of hardened stainless steel with a plurality of radially inwardly extending resilient cantilevered fingers each terminating with a tapered sharp pointed tip in abutting or closely space relationship defining a space substantially smaller than the diameter of the filament. The inserted filament bends the fingers and is softer than the insert, the tips digging into the filament during use. When the filament is withdrawn, the finger tips dig further into the filament severing it. If the filament is rotated in an attempt to thread the filament out of the insert, the insert rotates with the filament due to the digging action of the tips into the filament, precluding filament withdrawal from the insert. A hardened steel washer is adjacent to the insert locking element to preclude bending the tips in the withdrawal direction and breakage of the tips, and precluding defeat of the locking action. The fingers are dimensioned to resist distortion in lateral directions during twisting. Various embodiments are disclosed.

    • A utility meter clamping ring is locked to the meter by a locking device that locks the free ends of the ring together automatically without the use of a separate plunger device. A latch is spring loaded in the locking device housing in a normally biased lock position. The lock device is secured to one free end of the clamping ring. An apertured blade is attached to the other free end of the clamping ring. The ring is placed about the flanges of the meter cover and base flanges and the blade is then inserted into the locking device housing where its aperture is engaged automatically by the spring loaded latch and locked to the housing upon insertion. A conventional plunger key may optionally be used to unlock the latch and release the blade from the locked position to free the ends for removal of the meter cover via an optional bore in the latch engaged by the key. The latch may be optionally permanently locked to the blade so that either the locking device or the ring has to be destroyed. Weakening grooves are in the ring of the latter embodiment to facilitate breaking the ring open. Embodiments are disclosed for use with F and G type plunger unlock keys and include an anti-tampering sleeve for use in the lock to preclude tampering disengagement of the lock of the type used with an F type key.

    • A thermoplastic housing has a chamber open at one end and a thermoplastic rotor is locked axially in the chamber by snap fit ridges and grooves. Two pairs of bores on opposite sides; of the chamber are aligned, with one pair connected by a transverse slot. The rotor has two bores aligned with the housing bores and includes flexible pawl teeth which engage ratchet teeth in the chamber. The teeth rotationally lock the rotor relative to the housing in one direction while a seal filament inserted in the bores is wrapped about the rotor as the rotor is rotated in the other direction. The slot permits the filament to be fixed to the rotor when the rotor is rotated 180.degree. causing the filament to traverse the slot and permit the remaining adjacent bores in the same plane as the fixed filament to be aligned and free to receive the filament free end. The rotor is rotated relative to the housing manually by finger gripped flanges attached to the rotor and to the housing with the filament inserted to wrap and lock the filament to the rotor. The rotor and housing define a channel for receiving multiple turns of filament to enhance the locking action.

    • An electronics circuit first portion is entirely within an electronics module housing, sensing and transmitting a tamper condition of a normally locked bolt. The bolt comprises a second portion of the electronics circuit. The seal electronics circuit first portion comprises a seal monitoring, tracking and communications system. The bolt passes through the module housing and is secured with a locking device external the module such that the module is reusable when the bolt is severed. The bolt and module housing include a cooperative contamination sealing arrangement for sealing the bolt to the housing. The electronics circuit first portion includes RFID tamper detection circuitry, GPS, Wi Fi and cell phone communication and tracking technologies. The cell phone technology tracks the seal using cell phone towers and Wi Fi access points and communicates the seal tracked position and seal status data to a cell phone communications center.

    • A molded thermoplastic body is formed with a rectangular cavity. A molded thermoplastic insert is welded to the body in the cavity and has a top cross member, a stem member and a bottom member. The stem member has a plurality of molded fingers cantilevered on opposing sides inclined relative to the stem member longitudinal axis in one embodiment. The stem member forms the cavity into two channels. A wire shackle which may be round or square in section, a wire or molded plastic, is U-shaped with two legs. One leg is formed with notches to receive the tips of the fingers in one channel and the other leg is formed with a reversibly bent barb which engages the fingers in the other channel on the opposite side of the cavity. The bottom member limits the insertion depth of the legs. The notches and barb engage the fingers and lock the shackle to the body. When the shackle is severed, and the notched leg rotated to disengage the notches in the leg from the fingers to remove the leg from the body, the other leg with the barb can not be rotated and readily removed to thereby provide evidence of tampering. Other embodiments are disclosed including providing the notched leg with squared sides and an entrance opening into the corresponding channel that is square to preclude rotation of the notched leg and shackles of different configurations.
