Version map information is requested and received from an external node in a managed network, including publication identifiers for at least one of the network elements. If a particular network element does not have a corresponding publication identifier in the received version map information, it can be determined if the network element can use the publication identifiers of a superior network element in the hierarchy.

A network element, such as an Event Reporter, detects an event that requires reporting to a manager of the network. The Event Reporter can determine if it is the lead responsible for reporting the event and forward it directly to the manager. Alternatively, it can forward the event report to a peer entity that has been designated as the lead. If the Event Reporter is the lead for the event, it can determine that it should relinquish the lead responsibility and initiate a hand-over of the lead role to a peer.

Upon positive determination the first event notification is sent at least to a second agent associated with the matched peer agent notification category of the PANCL. In another aspect, the agent comprises a manager notifications log storing identities of event notifications sent from the agent to the manager and a notifications processing engine that determines if a received peer agent event notification matches any event notifications of the log. Upon positive determination, the engine correlates the peer agent event notification with the event notification of the log.

摘要： A system and method for detecting cooperation or conflict between actors in a network made up of self-organizing sub-networks examines parameters such as performance indicators and configuration parameters to determine whether or not different actors are adjusting configuration parameters in a way that is cooperative or conflicting. When a performance indicator is observed to be outside of its expected range, an acceptable convergence range can be defined to give the actors time to adjust and return the performance indicator to its expected range of values. When a performance indicator is detected to be non-convergent, the monitor can alert an operator, or another node, so that appropriate actions can be taken.
