    • PROBLEM TO BE SOLVED: To provide a hydraulic damper capable of achieving a damping characteristic suitable for a base isolation device, capable of restraining an increase in the number of part items with a simple structure, and capable of reducing even cost.SOLUTION: A hydraulic damper D includes a damper body 1 and a damping part 20 for imparting resistance to a flow of passing liquid by one or both of the expansion-contraction of the damper body 1. The damping part 20 has a damping passage 21 and a relief passage 22 arranged in parallel, a switching valve 23 arranged in the middle of the damping passage 21 and opening-closing the damping passage 21, and a relief valve 24 arranged in the middle of the relief passage 22. The switching valve 23 has a spool 30 for opening-closing the damping passage 21, an biasing spring 33 for biasing the spool 30 in the direction for opening the damping passage 21, and a friction member 36 for hindering the movement in at least the valve opening direction of the spool 30. Pressure on the upstream side of the spool 30 of the damping passage 21, is made to act on the spool 30 so as to close the spool 30.
