SOLUTION: The neutral electropolishing liquid composition for descaling the stainless steel surface indispensably includes: one or more salts among an alkali metal salt, an alkaline earth metal salt and an ammonium salt of any of sulfuric acid, pyrosulfuric acid, sulfurous acid and thiosulfuric acid; and one or more salts of amino-polycarboxylic-acid-based chelating agents.

摘要： PROBLEM TO BE SOLVED: To provide a method of and a device for treating the fouling of an aromatic halide by which a fibrous material such as paper, cloth or a woody material adhered or impregnated with the aromatic halide, especially a polychlorinated biphenyl(PCB) or a polychlorinated phenol(PCP) is made harmless. SOLUTION: The method for treating deposits of an aromatic halide comprises the first step to disaggregate the fouling, the aromatic halide or an oil containing the aromatic halide which adheres to or is impregnated into a fibrous material such as paper, cloth or a woody material, the second step to emulsify the obtained disaggregation solution with the help of an emulsifier, the third step to add quick lime to the obtained emulsion and stir/mix these materials and the fourth step to heat the mixture at 150 to 300 deg.C.
