    • PROBLEM TO BE SOLVED: To relax extreme operation standards in a cement firing apparatus to enable efficient operation, and to suppress the generation of dioxins in a simple and easy way without introducing large scale equipment.SOLUTION: The generation of dioxins in cement kiln exhaust gas is suppressed by measuring the hydrogen chlorine concentration in cement kiln exhaust gas G1 to G5 and regulating the operation conditions of a cement firing apparatus 2 on the basis of the measured value. The measurement of the hydrogen chlorine concentration can be performed between the preheater 23 outlet of the cement kiln 21 and the outlet of a dust collector 10 which collects dust in cement kiln exhaust gas. The regulation of the operation conditions of the cement firing apparatus can be performed by adjusting oxygen concentration and/or carbon monoxide concentration at the kiln inlet of the kiln, adjusting exhaust gas temperature at the preheater outlet, adjusting water spraying amount in the preheater or a stabilizer 5, adjusting unit requirement of waste as raw fuel, and charging a dehydrochlorinating material between the preheater outlet and the inlet of the dust collector.
