A retrieving means 13 retrieves a plurality of routes, from stopping locations to other stopping locations for each stopping location among a plurality of stopping locations added on the basis of condition information, in such a form as to branch a route into a plurality of routes or detects a plurality of routes from the departure location to stopping locations, when the other stopping locations are not added and from the stopping locations to the destination. A plan-generating means 12 generates an action plan, indicating the added stopping locations and at least one route among the retrieved plurality of routes.

A plurality of movement route candidates from a closest facility of the position information and a movement candidates list for storing the probability of them are generated, to estimate movement status of the user. With the probability of the movement route candidates being changed, if the possibility of one movement route candidate is higher than that of other movement route candidate, that movement route candidate is assumed to be the one where the user is moving.
